Title: Organizational Constraints on Innovation and Intrapreneurship: Insights from Public Sector

Abstract: Though innovation and intrapreneurship are perhaps the only way for organizations to keep themselves vibrant and growing, large organizations with their bureaucratic systems have their inherent disabilities in promoting intrapreneurial orientation among their employees. Such disabilities are more acute in public sector organizations, particularly those operating in developing economies. A study was, therefore, undertaken in a few public sector organizations in India with a view to identifying their organizational constraints on innovation. The investigation was carried out through case studies on successful innovative projects selected from such organizations. Data on organizational constraints were collected through in-depth interviews of the people involved with the projects. The overall inference from the nature of problems perceived by the innovators is that the organizations need to develop an innovation strategy for themselves in alignment with their business strategy and design the structures and systems that would support the innovation strategy.
