Abstract: This paper discusses the case of accounting reforms successfully implemented in the Bangalore Municipal Corporation in order to highlight the complexities in the process. The accounting reforms encompassed fund-based accounting, accrual accounting, and advanced features of financial reporting. The case raises interesting issues about the purpose of the accounting reforms, sustenance of the old system, areas where accounting reforms took off, and areas where reforms did not happen. This paper especially focuses on the change management processes of initiation and implementation phases of accounting reforms through the framework of management control system.
