Title: Basic Health Services Programme: The Nigerian Experience

Abstract: All national development plans of Nigeria in the past have stressed that the health care delivery system should be changed from its curative bias to a preventive bias because many of the diseases in the country are preventable. Nevertheless, they were not able to achieve much success. In the current development plan, however, measures have been taken to correct some of the weakness of the earlier plans. The paper discusses these efforts to develop a health care delivery system in the country. Some of the factors to be considered in order to achieve reasonable success are discussed in this paper. An optimization-simulation study of a rural health centre indicates the considerable improvements that can be brought about by a proper allocation of the personnel to the various activities and by appropriate changes in operating policies.
